I'm not going to -1 this (especially if I'm in the minority, or a
minority of one!), but a) I don't particularly like it, b) note that
anyone using a non-default axis2.xml will still need to manually add
this themselves, and c) what about Kandula? Are we going to pre-add
every phase we'll ever need to the default axis2.xml? That will
certainly help with making sure they're in the right order! :)
