I think this .50 Euros is if you are there and they make photocopies for you. I remember paying a small amount for photocopies they made for me while I was in Terceira (not certified copies). It is probably not the same to send to US citizens. Maybe you should have your relative in Faial order it for you?
If you think this is a large amount, a few years ago, I sent for a birth record in mainland Portugal, can't remember the city, and it cost me $60 but it was worth it to me as I had searched for this a long time.
