Hi, The parents being from S. Roque and Sao Pedro is to me a good clue they might be from Sao Miguel. These two places are neighboring towns in the island. I was born in Sao Pedro and sao Roque is about a 10 minute walk from there. If this is the case would not the passports on line may be a beginning?
