You only mentioned Rabo de Peixe in the council (county) of Ribeira Grande. For recent (within 100 years which covers your 1955 death) you write to the local council. Each council is independent. If you now think your sister died in Ponta Delgada, you need to write the civil registry there. They don't have the records for Ribeira Grande. Ribeira Grande does not have the records for Ponta Delgada. They are independent of each other. I suggest you interview many family members to see if they remember where your sister died.
