I have come across something like this and just recently they found her.  At first no one had her record (church, Funeral home, cemetery, county) but thanks to a church secretary that finally found her baptism record I was able to get going in the right direction.  I had already contacted the funeral homes and one time one secretary said she had it but when I went there to get a copy of the record, it was not there.  I was looking for a baby that died only hours after her birth.  I knew that there was no marker on her grave according to my dad and he thought she was buried in a different cemetery so did the baptism record.  >From the baptism record I was able to get her death record.  With the burial date and the correct cemetery I was able to finally locate her grave.  I'm working on placing a marker on the grave.  Keep working on it.  It took me 5 years.
