My understanding is that a baptism may be recorded "sub condicione" by a priest when it is the second baptism of an individual, and the priest has a concern that the first baptism might not have been performed exactly right-- such as a baptism done by a lay person. The term describes the condition of the baptismal rite rather than that of the baby.
