Ok, so some elements:

* archive.org: this is the Internet Archive, a non-profit from San 
Francisco, SA, mostly known for the Wayback machine.
* arquivo.pt: this is the Portuguese Internet Archive, run by the 
government entity that coordinates the Internet used by the Portuguese 
universities.

What you have found seems to be the collection created by arquivo.pt that 
is somehow stored in archive.org (possibly some collaboration). Those files 
in that URL are the complete snapshots of the Portuguese Internet at 
discrete points in time.

If you want to use arquivo.pt, you can use it the same way as the wayback 
machine: you type in a URL in arquivo.pt. For example, this is how tombo.pt 
looked back in 
2014: http://arquivo.pt/wayback/20140929124349/http://tombo.pt/

Oddly enough, for some reason the Wayback machine has more points for 
tombo.pt than arquivo.pt. I guess the frequency of snapshots by arquivo.pt 
is smaller.
