Fernando, Sao Miguel island has 2 different Ribeira Secas today. Generally, when doing genealogy around Ribeira Grande, if you find an ancestor from Ribeira Seca, it's the one in Ribeira Grande. The other Ribeira Seca that is part of the council of Vila Franca became a freguesia in 2002. Most of us are researching further back. However, if you are researching in Vila Franca back in time, it may refer to Ribeira Seca. You just have to be careful and as you get used to the geography, it'll become clearer to you.
You are working an area where one freguesia in one council is touching another freguesia which is in another council. JR has a pretty extensive database of Ponta Garca people and surrounding areas.
