Verses 4–5 give you your answer:

 שׁתים עשׂרה שׁנה עבדו את־כדרלעמר ושׁלשׁ־עשׂרה שׁנה מרדו׃  ובארבע עשׂרה שׁנה
בא כדרלעמר והמלכים אשׁר אתו

Your reading is accurate. It doesn’t need an “intellectual giant”, just look
at the text.
