The /programmes API is still on its way, although it has been delayed slightly. This will contain iPlayer availability information so can be used to build a front end for iPlayer. That's certainly what I had in mind when I was working on it ;-)

I'd love to write an iPlayer plugin for my media player (Elisa)
which allows me to browse through and play current iPlayer-available
programmes through the media player's interface (using the Flash
version of iPlayer). Am I prohibited from doing so?

That would be really very cool. As has been said before, as long as you don't try and strip the DRM or get around the UK only restrictions you'll be fine. In fact I dare say it may even be positively encouraged...
