Not necessarily, Flash has very large (90%+) support and Adobe / Macromedia could acheive the same with SVG. People will hopefully trust a plugin from the company who supplies their PDF reader and, unlike flash, feature detecting javascript could be used to supply content with degraded presentation. And who says Microsoft will still have 80%+ of the browser market in three years time?
