BBC and ITV transmit lots of different versions of BBC ONE (15), BBC TWO (4)
and itv-1 (17) on satellite.   Your viewing card determines the versions you
get to see on 101, 102 amd 103.  C4 has regions on satellite just for
advertising (plus S4C in Wales).

If you don't have a viewing card you get "London" as the default.

Therefore to create a "local" version of News 24 would require transmitting
15 versions, a little expensive I think.

That's not strictly true anymore - at least on Sky. I don't understand how
they do it - intuitively you assume ^^, but my default BBC and ITV are now
the Scottish flavours, with the full range of localisations available
somewhere at the backend of all the channels.
