I asked some BBC people about this last year, and the answers generally seemed to be preceded by lots of sucking in of air through teeth. I believe the problem is not technical, but contractual, in that subtitles shown on BBC programmes are often not owned by the BBC. So what seems, on the face of it, to be an obvious thing to do is actually quite fiendishly difficult to make happen. No doubt some actual BBC people will explain further.
