A requirement of what?
To disprove the statement "there is no Open Source DRM" then all that
is needed is one "open source drm", Mr Highland mentioned nothing
about fitness for any particular purpose.

All 3 exist today (or at least when a queried their site.)
and they "work". (in that they do what they intend to).

They're purpose is to be a DRM scheme, and they are.

They are DRM, they exist now, they are open source. That is all that
is needed to disprove Mr Highlands statement. It has been done. we
have yet more proof the BBC lied.
