How can it enforce something that isn't expressed? Rights expression systems 
are generally created in the context of a restrictions enforcement system. 
(Creative commons and friends being notable exceptions)

For example the OMA page with their specs explicitly lists rights expression 
as a _part of_ their system. (Aside from others, but listing this one because 
I could find it quickly)

As far as I'm aware, it's very common to describe DRE as part of DRM in the 
DRM world.

I've been suggesting accuracy for many years now, I'm not likely to change :-)
Rights management should mean rights management, restrictions enforcement 
should mean restrictions enforcement, candy should mean candy and chocolates 
should mean chocolates.

However each to their own :)
