How can it enforce something that isn't expressed? Rights expression systems are generally created in the context of a restrictions enforcement system. (Creative commons and friends being notable exceptions) For example the OMA page with their specs explicitly lists rights expression as a _part of_ their system. I've been suggesting accuracy for many years now, I'm not likely to change :-) Rights management should mean rights management, restrictions enforcement should mean restrictions enforcement, candy should mean candy and chocolates should mean chocolates.
