permissions such that only the OS can add directories?

That's how I prevent something like that from happening. For example, I 
don't want squid writing to the/var/spool/squid's mountpoint, so I make 
sure /var/spool/squid is rwx only by root.  But the filesystem mounted 
on top of /var/spool/squid is owned by squid:squid.
