Yes, users listed as the machine owner can log into the web interface 
and start backups or restores of their own machine whenever they want. 
As long as they have run a backup at their own convenience within the 
intervals specified, the automatic backups won't run. If the time has 
passed, the automated run happens at the next wakeup time and the 
blackout period doesn't apply to machines that aren't online most of the 
time outside of the blackout period.  However, for this to work with 
remote machines you have to have a VPN connection and appropriate 
routing so the server can find the client and initiate the transfer.

Backups often cause an annoying slowdown while they run, especially on 
laptops with slower drives so users may prefer to start them when going 
to lunch or taking a similar break.
