you can certainly change $TopDIR, but you will have to you LVM and make a raid or jbod of some sort to get one filesystem.

I believe just changing $TopDIR isn't going to work as it is also hardcoded in some lib file (search the archives). Or maybe the Debian package setup has changed. I'd say the safest way is to just use a symlink or bind mount, no need to change the BackupPC config.
