I don't know about Debian, but Fedora/Red Hat/CentOS/etc. have a policy that installing a package should never automatically enable a daemon, so installing a package will never open up a network port or use system resources (except for taking up some diskspace). I guess the packager should just follow the distro guidelines unless they are not saying anything about the issue.
