i think the more appropriate solution would be have have backuppc check for
the required program at an appropriate time.  just as during startup.  also,
in the CGI interface have it check for rsync when trying to select the rsync
method and throwing an error.  i dont really like having a 'big bang' type
install method that just dumps a ton of programs and their dependancies that
i wont use AND may open up network ports AND may use extra system resources.
