Did you just recompile rsync or the cygwin dll or both?  I found this 
old posting that may explain the underlying problem on windows and why 
it particularly affects cygwin when talking to something with a normal 
delayed-ack tcp stack.  But, I don't know if the patches included ever 
made it into the code base.
