I'm doing this now, and while I can be confident that my last share 
might actually get backed up this time, I'm still measuring unacceptable 
transfer speeds.

Jacob, could you make your specific rsync.exe + cygwin.dll available for 
testing?  I have no experience compiling things in Windows and would 
most likely screw it up somehow.
