Not quite. If you ask for an Incr and there is no Full to increment from, Bacula will do a Full. But this is all database and not file system. As long as you put your backup volume files where Bacula expects them to be used for a restore, you can move them around to your liking. You also could establish a second storage pointing to your external hard drive to which you moved your backup volume files by hand.
