The concept is certainly ancient. However, there was, to my knowledge, no organized Noachide movement until the Lubavicher initiated it. There has, for many years, been considerable conflict and oneupsmanship between the Lubavitchers and various Messianic Jewish groups, especially Jews for Jesus. I would need to check, but I am reasonably certain that the Messianic Noachides are an example of this oneupsmanship. Here are a few links.
