Dear Susan B.,
I think this resolution is clearly aimed at provteching the rights of
indigenous people'ss that have largely been displaced by a dominate
group.
As you probably know most of the inhabitants of of Central America are
mestizos, of mixed blood. These would not normally be considered
indÃgena unless they were living a traditional life-style. (I recall
one Mexican Baha'i trying to explian to that his mother was muy
indÃgena because she didn't know how to read or write.) In sub-Saharan
Africa its is the San Bushmen who are often considered indigenous
people since they were displaced by Bantus. Before African states were
willing to sign this resolution significant changes had to be made so
they would not have to concede too much too the San in terms of
preserving their habitat.
