Dear Tammy,
That certainly seems to be what the House is advising David. I
typically have two types of questions, one involves matters related to
my research, the other involves administrative policies, etc. When it
comes to matters related to research, for me, like you, Ocean is my
first stop. Then I turn to one of the academic Baha'i list to which I
belong. Usually there is someone there who can tell me where to look
for needed information. Only if after all this, I still don't have an
answer am I likely to write to World Centre. I would not bother the
House of Justice at all with such questions were it possible to ask
the Research Department directly but all correspondence has to go
through the House which then determines whether to send it to another
department.
In the case of the second type of question, I usually will ask
whatever administrative body is directly involved and carry it further
up the line only if the answer I receive is unsatisfactory. My letters
to the House in such cases are generally restricted to matters that
involve policy on the international letter. And then I try to restrict
my letters to one a year, at least the correspondence for which I
expect an answer. I sometimes forward material to the World Center or
cc correspondence with other institutions if I think they need to be
aware of what is going on.
