Saying bismillah at the time of eating doesn't substitute for not
saying it at the time of slaughter. There is a hadith which describes
a situation where the companions expressed doubt about some food which
was prepared by Muslims and Muhammad (saaws) said "say bismillah and
eat". But in context it means something more like, "don't be rude to
your fellow Muslims. Just eat".

But if you know the food wasn't slaughtered properly (e.g. regular,
non-kosher, non-zabiha meat from the supermarket), then saying
Bismillah after doesn't transform haram food into halal food.
