According to Gregory Stanton, president of Genocide watch: Stage 1 - People are divided into 'us' and 'them'. Stage 2 - Hate symbols and such. We commonly see these theorists associating their enemies with images such as those they link with Freemasonry and other groups. Stage 3 - The humanity of the enemy is denied, often linked with insects and vermin. Take Icke's theories for example, who compares his 'elite' with lizards. Stage 4 - Organisation of militia or armies. The Islamic Republic of Iran is one example of a state which has officially adopted conspiracy theories, and controls vast armed resources. Stage 5 - Hate groups broadcasting propaganda. Take Iran's media, for example. Stage 6 - Victims are identified and separated from the rest of the population. In the beginning stages, it usually occurs by imprisoning important individuals and leaders of such communities, followed by less important individuals deemed a threat, such as the educated. Finally, the entire group(s) of victims are rounded up into ghettos, heavy labour camps (such as gulags or labour camps), and concentration camps. Stage 7 - Extermination as they refuse to believe in the humanity of their victims. Stage 8 - Denial of genocide. Nazism, Fascism, Communism, Phalangism, Zionism, Islamofascism, Khomeinism, Conspiracy theorists, etc - they all work on the same principle. Their target victims just happen to be different. Also, the actual and precise lengths to how their methods are implemented differ from ideology to ideology, stage to stage. The power they control is probably the most important factor as to how far it goes. Bear in mind that there are also many conspiracy theorists who would not go further than stage one of this behaviour. Take the Zeitgeist movement, for example, which is merely concerned with replacing the international economic system by boycotting major financial institutions, thus triggering perpetual recessions, hyperinflation, and a permanent economic meltdown.
