The last prominent politician to publicly advocate this type of representative democracy was, I think, Mike Mansfield, long time Senator from Montana. He is one of the few politicians in the last 50 years to advocate this position. 100 years ago it was a far more common position. But as Abdu'l-Baha is reported to have predicted, there have been unbelievable changes in the American political system in the last 100 years.. While all members of a community are eligible to vote on the membership of the local Assembly and on the delegates to the national Convention, nowhere does Shoghi Effendi indicate that administrator's decisions are to be based on the aggregate opinions of the electors.
