No, the Fund and Huququllah are purely voluntary, and donations can 
only be accepted from enrolled members with voting rights.

Abdu'l-Baha envisions social security needs being administered by 
local councils (not assemblies or House of Justice), elected by the 
whole population, and funded by a progressive income tax, income from 
mines and some other sources. On my blog see
