But the emphasis seems to be in an odd place. I mean, it seems to be saying that "sex" doesn't even count as sex before 3. (If she is younger than that, (less than three years and a day), it is as one who sticks a finger in the eye” ) But at age three (and a day) is when all the various legal consequences of sex come into play. Several negative legal consequences are mentioned. But also since one way of getting betrothed to someone for marriage is to have sex with them, that is also included. I'm not sure if there is a less roundabout permission for child marriage.
