Piff documents these letters "prefiguring" the persecution and advising Exodus from Iran/Tehran as Bahai Lore on pg. 343 of his opus. There is a variant in that the letter was not circulated in the normal way i.e via Assembly secretaries, instead it was given to certain individuals who read it at community feasts
