A few ideas, in no particular order: - Make the job offer look more like a "traditional" recruitment, for a full time job. The contract would still be a freelancer one, but it can still be modeled to give guarantees such as notice delay or guaranteed work (as long as the iterations are performed on a timely manner). It could state something like "Employment type: Full time contract (with clauses specific to telecommuting)" and then explain it to the applicants once they have started discussing with us. - Be more proactive - go meet people in the countries where we place ads (recruitment conventions, hacker gatherings, asking for referals and meet people face to face to improve our network, etc.) - Extending our candidate search to countries with a higher cost of living - we are not rich, but it could still be worth a try.
