In fact Bareos use OpenBuildService which is mainly used by openSUSE but also 
thousand of others.
The project website is there http://openbuildservice.org/ 

So stricto-senso to collaborate and improve the tool:
the development process is located here and issues tracked on github
https://github.com/openSUSE/open-build-service/issues

For Bareos I bet you've already seen that everything in open
the sources are on github, and issues are tracked down in 
https://bugs.bareos.org/

There's a link between github/mantis and auto-testing travis.

Now I'm not aware of any "public" access to the private build at bareos.
