You are right, there is currently no package for Fedora 30, yet. As we
are currently working on our build environment there will be nightly
builds of Fedora 30 as well in the midterm.
However, Bareos Console is the only program that uses readline.
Meanwhile, if you do not need bconsole you could simply install the
filedaemon only (if you just want to prepare a client) or try to force
the complete repo for Fedora 29 to install (then without a working
bconsole).
