Thanks for the start.  I've tried to create a new plugin configuration
for importing raw data, but when I am brought to the page to select the
plugin, there are only 9 options, although it lists 15 hits at the top.
None of those listed are for raw data import.  I also don't see any
buttons at the bottom to confirm my choice, so it seems the page is
being cut off.  

Also, if I select "clear filters" from here or the plugins definitions
page, I am logged out of the system with the message: "You have been
automatically logged out due to inactivity or because the server has
been restarted.
You may log in again and continue your work but unsaved changes may have
been lost."

I also tried importing well info for a plate.  I was able to configure a
plugin here, but then received error messages telling me there were no
matching reporters found.  Are the reporters added when the raw data is
imported?

I assume that all your data files are in text format (tab-separated for 
example), since that is the only format supported. First, you have to 
define a file format. You do this by going to the Administrate -> 
Plugins -> Configurations page and creating a new plugin configuration.

As you will see there are plugins for importing plates, features and raw

data (among others). When you have created the configurations, click on 
the Configure link. Now, you have to specify various regular expressions

  that matches your file format, and tell which column in the file 
corresponds to which property of imported item type.

You need to import raw data before this option becomes available.
