Hi Dave,

Re-installing Windows from the CD will probably fix this. It won't uninstall any of your programs, though it will set some trivial things back to their defaults (like your wallpaper and your sound effects). Your PC ought to boot from the Windows installation disk, and if it's a registry issue as the error message suggests, a re-install will fix that.

But before you do that, take a look at Microsoft';s article on this problem, which has a (long) step-by-step fix:
