For some reason I was under the impression that if I changed the Editor setting in 8.2.6 it would override all others but after checking the behavior it is the same. Once the document is created it seems the only way to change the soft wrap setting is through "Text Options" as you mentioned. "Text options" is a document by document setting which is inconvienent when all I want is to globally change my environment. For instance at work I use a 30" display from my Powerbook. But when I visit clients, travel, in bed, etc. I use the screen on my 15" Powerbook. I use Window width on the road and 100 chars. when at work. Obviously, changing back and forth is a problem if I have to change each document I am working with. Having so many settings in so many places also doesn't make much sense IMO. I work with multiple documents and usually I have at least one window with multiple documents in the the Documents drawer. I don't <expect> one document in the document drawer to have one soft wrap setting different from the others. But maybe that is just my style.
