Well, those commands have keyboard equivalents, so you could use
those (or assign your own) to do the job.
If you're looking for direct keyboard access (with arrow keys,
or typing a document's name), you can turn on the "Allow
Documents Drawer to acquire keyboard focus" preference, which I
think should deliver what you're looking for. (Once that
preference is turned on, Option-Tab will switch keyboard focus
to and from the Documents Drawer.)
