Thanks. That helps even more. It's what I was looking for.
I still agree with Russell Jones that CMD~ should just directly
toggle through open documents, whether they are in one window in the
drawer, or in separate windows.

Well, those commands have keyboard equivalents, so you could use
those (or assign your own) to do the job.
If you're looking for direct keyboard access (with arrow keys, or
typing a document's name), you can turn on the "Allow Documents
Drawer to acquire keyboard focus" preference, which I think should
deliver what you're looking for. (Once that preference is turned
on, Option-Tab will switch keyboard focus to and from the Documents
Drawer.)
