Well I've tried getting the open documents into an unsaved state by simply editing them a bit, then resetting the preferences, this hasn't worked.

"Saved State" means per file editing options that are saved with the file, not whether the file has unsaved changes.

If there are certain options which you'd always like to follow your global or per language prefs, you can disabling honoring of the per- file (Saved State) options for those items in

Preferences -> Text Files -> Honor Saved State

To change the wrap settings for an open file, you can choose "Text Options" from the Edit menu, and adjust the settings there.
