It's been a long time since I had to do this, but if I remember correctly, the basic idea is:

Open the plugin project;

Done.

Build the plugin;

Done.

Make an alias of the plugin in your Tools folder;

What Tools folder?

Do you mean:

~/Library/Application\ Support/BBEdit/Plug-Ins/

Right click on the "Executables" node, and choose "Add->New Custom Executable"

Done.

Click the Choose button, and pick your BBEdit/TextWrangler application;

Done. I am using BBEdit 8.6

Switch to the "Debugging" panel, and make sure "Start executable after starting debugger" is enabled;

It is.

Set a breakpoint;

I have done so.

Build & Debug

BBEdit does not launch, so I cannot even see whether or not a breakpoint is hit.
