Because you didn't take the time to configure your copy of BBEdit properly.

Reopening with many other character sets are much simpler. Why
not ISO 8859-2 too?

Preferences > Text Encodings, and enable those you actually use. After that, the 'reopen using encoding should contain an item for ISO latin 2. I used the preferences search facility, and when I had typed 'enco', the bottom item read 'Visible Encoding list', which was close enough for me.
