To change the default settings, you do so in the BBEdit Preferences
under "Editor Defaults"
To change the settings for existing documents (you _should_ only have
to do this if you have "Option settings" checked under the "Honor
saved state" item in "Text Files" in preferences) you click the little
preference toggle icon on the document window and turn off "Smart
Quotes". If you don't see the icon, make sure the toolbar is visible
by clicking the clear pill button on the right of the window. You can
also make this change in Edit > Text Options...
You can also make file type and language specific preferences in the
"Languages" pane using the "Options..." button for your language. For
instance, I have smart quotes turned on only for plain-text "(none)"
and have it turned off in the Editor defaults.
