A Better Finder Attributes 4 doesn't do drag and drop (I don't think), but you can batch-change the file type, creator, or file type and creator information for files.

However, OS X works a bit differently than OS 9. Theoretically, OS X doesn't rely on the type and creator flags, and in fact works well with no type or creator flag set, depending on the file extension to determine how to open a file. And, because you can map file extensions to programs, you can -- for example -- get all .html files to open in BBEdit, even though in QuickLook they preview as web pages (not code).

My sense is that, as the Mac OS evolves, it will eventually dump file type and creator entirely, so if I were you, I wouldn't get too invested in types and creators as part of your workflow.
