Try doing Markup->Utilities->Optimize followed by the Markup->Format->Strict.
I agree that this is a pain that it adds an extra link each time.
My formatting gripe (which goes back to prior versions) is that there
is no way to tell the formatter to NOT put a </a> tag on a separate
line. This placement causes the underline to include a space after
the text. The only way to avoid this is to make sure that the </a> is
on the same line and right after the text.
