Thank you all for your suggestions. Unfortunately they don't work.

I was probably not very clear in my question: Any other text editor,
such as TextEditor ESTK, Eclipse, DreamWeaver etc.will gladly open the
file if I Alt-Cmd-drag the file to the dock icon.

BBEdit however is trying to be "smart" and intercepts the open command
and hands over the webloc file to the browsers, disregarding even the
"force  open" directive that Alt-Cmd-dragging means.

Perhaps changing the default association of Webloc files would work
(changing with Get Info is not suffiecent), but that is not what I
want, I just want to be able to open the file and view it's content in
BBEdit, just as I can with any other type of text file, without BBEdit
handing it over to any other app
