When you drag a .webloc file to BBEdit, it hands the file off to the
default browser.
Patrick Woolsey <[email protected]> explains :

This is much the same explanation as when I complained about the same
issue some months ago.

Two points about this. One, although it does let you capture the URL
from the .webloc file, you can't edit the webloc to alter the URL.
Cases in point: you have a webloc of a forum discussion on your
desktop. You can't use BBEdit to alter that webloc to point to a
different page of the discussion as the thread evolves. Or you have a
webloc that has many browser arguments, eg the URL to a google map.
You can't edit the webloc to tinker with one parameter and save it.

Two: you CAN do exactly that kind of editing: just drop the webloc
onto the dock icon of TextEdit. It opens the webloc file as plain text
and  you can update it and save it back.
