Sorta, but not with BBEdit where I rarely add command keys.

When I setup global commands in my arrives menu or wherever I restrict myself 
to ctl-opt-command+ or shift-opt-command+

I try to restrict the shift to something that results in a new window (send 
this file in email) and ctl to commands that simply do something (calculate, 
reflow)
