Shortcut for scrolling window while keeping cursor position is control- up/down. You can also do control+option-up/down (for 3 lines) and control+option+command-up/down (for 6 lines).
Tab size can be defined per document type in the preferences (at least for version 9). Preferences > Languages > Pick one > Options. The user manual has a lot of this kind of information as well. It's long, but lots of good info.
